Driver’s License
You must obtain a new driver’s license within 30 days of moving to
the state. Driver’s licenses must be renewed within 30 days before or after
the birthday in the year of expiration. Operator license fee is $8 for
two years and $16 for four years. The Drivers License Station is located
at the Mall of the Bluffs, I-80 and Madison Avenue, (712) 332-4772, 24
hours a day. You may also register to vote at the Driver’s License Station.
Electricity
Council Bluffs and all  of southwest Iowa are served by MidAmerican
Energy. For information regarding connection or emergencies, call (712)
366-2481 or (888) 427-5632, 24 hours a day. The customer service office
is located at 3003 South 11th Street. Office hours are 8 a.m.
to 5 p.m., Monday through Friday.
Gas
Peoples Natural Gas/Energy One serves Council Bluffs. New residents
can receive gas connection by calling (712) 325-3009. The customer service
office is located at 1414 West Broadway. Office Hours are 8 a.m. to 5 p.m.
Monday through Friday.
Library
The Council Bluffs Public Library is located at 400 Willow Avenue.
It is a new state-of-the-art facility which opened in August of 1998. Library
Hours are 9 a.m. to 9 p.m. Mon. – Thurs., 9 a.m. to 6 p.m. Friday, 9 a.m.
to 5 p.m. Saturday. Closed Sunday.
Motor Vehicle Registration
Vehicles must be registered with the Pottawattamie County Treasurer’s
Office within 30 days of relocation and original title is needed. The treasurers
office is located in the Pottawattamie County Courthouse at 227 South 6th
Street. Hours are 8 a.m. to 4:30 p.m. For more information call (712) 328-5631.
Pet License
All dogs and cats within the city of Council Bluffs must be registered.
Proof of rabies vaccine is required. Annual renewals are between December
1 and February 14 for dogs and between December 1 and March 14 for cats.
Fees vary depending of type of animal and whether it has been spayed or
neutered. Contact the City Clerk’s office, 209 Pearl Street, (712) 328-4616,
for more information.

Recycling Centers
The City of Council Bluffs has a recycling center located at 4441
Gifford Road. For more information contact the Health Department, 209 Pearl
Street, (712) 328-4666. Other recycling centers are available at: Hy-Vee,
1745 Madison Avenue; Hy-Vee, 1706 North 16th Street; No Frills,
1817 West Broadway; and Super Saver, 1141 North Broadway.

Voter Registration
To be eligible to vote, you must register 10 days before primary
and general elections and 11 days before all other elections. Registration
can be done at the County Auditor’s office, 227 South 6th Street,
Monday through Friday, 8 a.m. to 4:30 p.m. Call (712) 328-5700. You may
also register at the Driver’s License Station.
Waste Collection
Waste collection is provided by Browning-Ferris Industries (BFI).
Billing is handled by the city and begins when water is hooked-up. Homes
are billed $9 per month; $54 every 6 months and is due in January and July.

Water
Council Bluffs Water Works provides the city’s water service. The
customer service office is located at 2000 North 25th Street,
(712) 328-1006. Hours are Monday through Friday, 8 a.m. to 4:30 p.m. A
minimum deposit of $40 is required.
United States Post Office
The Post Office is located at 8 South Sixth Street. Hours are Monday
through Friday, 7:30 a.m. to 5 p.m. The lobby is open Monday through Friday,
6 a.m. to 8 p.m.; Saturday 6 a.m. to 6 p.m.; and Sunday 6 a.m. to 10:30
p.m.
